The Home Improvements Structural Alterations (HISA) program states Veterans with service-connected disabilities or Veterans with non-service-connected disabilities may receive assistance for any home improvement necessary for the continuation of treatment or for disability access to the home and essential lavatory and sanitary facilities.

At this time Medicare and Medicaid do not cover the cost of a walk-in tub. But please contact your Medicare or Medicaid representative first.
Medicare only provides assistance for Durable Medical Equipment (DME). A walk-in tub is not considered a DME, but a convenience rather than a medical necessity. In addition, Safe Step Walk-In Tubs are available for anyone and not exclusive to Medicare beneficiaries or adults with special needs.
